What is a Responsible Person? 


The UK Cosmetics Regulation requires that every single cosmetic product on the market must have a Responsible Person who is established in the UK. 


What does established mean?


The Responsible Person Address MUST be manned with someone who is capable with liaising with the UK authorities. 

The Responsible Person Address MUST be reachable for inspections.


The Responsible Person Address MUST have full access to the Product Information File (PIF).

The Responsible Person Address CANNOT be a PO Box

The Responsible Person Address CANNOT be a virtual office.

The Responsible Person Address CANNOT be a forwarding address.

The Responsible Person Address CANNOT be a contracted registered office like for example an accountant or a solicitor.

Some of the responsibilities of the Responsible Person:

  • Ensuring the product is legally compliant
  • Ensuring that the CPSR is correct and valid
  • Maintaining the Product Information File
  • Product recalls and post marketing surveillance
  • Liaising with authorities
  • SCPN notifications/updates
  • Labelling compliance
  • Declare the RP address on the product labelling
